Please tell me in details about How Can I increase my website DA and UR? i purchase a domain but DA is 0.3 and UR 2-4. please advise me.

You want to increease DA means then you have to get backlinks from High Domain Authority sites.
 
Create good quality unique content. Build high authority backlink and share social media signal.
 
Posting Quality human readable content and internal linking is a key to increase DA.

The best example of internal linking is Wikipedia (which has a DA score of 100).

Generate High Quality Links For Your Site and Removing toxic and spammy links is as important as gaining quality links to your site which helps a lot to increase DA and UR.

send an email to larry and sergei at google and ask them to give you a do-follow link on www.google.com. also, i know this guy named Jeff. Nice guy. Send an email to him at amazon and he should give you a link from www.amazon.com.
 
Point quality links ,Guest post, Links from unique domains. Remove low quality links and interlink relevant articles.
