Based on my understanding, DA / PA can be easily manipulated so don't bother about them.

DA is not really important to SEO. If you have big sites linking to yours, your DA will increase, which is great for your rankings. Or you can manipulate DA so your site has more, but it is pointless in my opinion and google will not rank you higher, simply because you have a higher DA than someone else. Look at the serps, tons of number 1 sites have low or poor DA as they are using hidden PBN's, so AHREFS, Majestic and Moz cannot crawl them... However, their sites are super powerful.

these days, majority of niches need much more than 1% for exact match anchor text ratio. need to figure out the avg for the top 5 or so sites in your niche, then go from there.

By what criteria then choose links from other pbn? It's not just that, so many packages are sold on the marketplace?
