DA, just go for links with high DA. The amount is the more important thing
TF is VERY difficult. You need to create some few high TF links that the majestic spider index. The fewer the better. TF highly penalizes the amount.
So weirdly enough, if you go to increase DA like you will be decreasing TF at the same time. This is why I love these two metrics at the same time. They are like the day and the night.

On this point, do you mean sites that have a higher DA than the site you're trying to rank, or do you just mean going for sites with a DA of like 80+ or something

I don't know for what purpose you are looking to increase. Are you considering the ranking on SERP as a factor?
DA, TF and all other metrics are dependent on perfect On-page SEO and quality relevant backlinks. It is difficult to tell the exact number of backlinks required to get your job done. Try with one set of links.

You need to get do follow backlinks from high DA Sites with relatable content to your website. That way you will move forward

You could do 1 x 301 redirect and get that DA but there is more to it than just redirecting any domain.
It has to be a good match to your site niche and anchor wise and it has to be clean.
There are also certain ways to do it and you would have to choose which way you want to go.
Those types of domains aren't normally cheap.
There is at least one seller in the market place who offers the service to raise your TF or DA.

It really depends on what you're trying to do. If you want to rank, then DA/PA/TF aren't always the things you should be chasing - I mean they're important of course, but chasing third party stats is not the same as ranking a website.
Building links from sites that already have their own decent TF/DA scores is going to be the way to boost your figures. Don't ignore the most important thing though - actually ranking for keywords that will earn you money.
A high DA/PA/TF site is worth nothing (except as a PBN site) if it's not ranking for things that earn money. Focus on building links, get your content on point and build those serps - DA/PA/TF will come as a direct consequence of your site begining to grow and succeed.
