Wouldn't focus on DA/PA because these are pretty useless.

I'd follow the instructions @fizakhan1 listed.

Backlinks the are key to increasing a websites TF/CF.

Remember that having a diversified link building profile will help with maintaining rankings.

Getting back links from high quality sites is the way to increase the authority of the sites DA PA. Make sure the link back sites are really good quality ...

To increase DA and PA for your Website, you need to acquire links from websites with DA & PA greater than your Website.

• Find relevant niche Websites/Blogs/Articles/Press Releases or whatever exists online.
• Find the broken links on their Website.
• Ask them to fix those links with a relevant page on your Website

increasing your CF and TF:
One of the best backlinks to build are natural looking guest posts that are on sites that are in the same niche/industry as yours. But you shouldn't go out and build too many guest posts too quickly.
Try to build only links from sites/blogs/forums etc in your niche. The more closely related to your niche they are the better.
Your internal linking strategies can also play a large role in increasing your TF and CF. A good homepage that has links to all your inner pages of importance from that page will boost the flow of each metrics a great deal
Some people say that getting some .gov and .edu links can help to increase the TF to your site. But they are very overrated and heavily spammed because of this and you have to be careful when building .gov and .edu links today and make sure the site you're building them on isn't only closely related to your site but also hasn't been spammed to death as well

I would say the same I said on the earlier thread like this, built authority and relevant backlinks. And DA and PA is just for prediction, so think about referring domains and trust sources.

Prepare a good quality content and get backlinks from high quality sites. Quality is way more valuable than Quantity. So make sure you are doing everything right!
