hello, Im only interested in the instagram version but my question is this. i dont want fake users. i want to just be able to go into my current followers, click on one of their followers and start sending out follow request with hopes that everyone I sent out a follow request to, follows me back. is this possible or does this solely focus on fake account followers and likes?

Yes, you can follow followers of another user with the software, the software is following and linking real users and photos.
