Like to understand how can I use FL resource economically. Each project, even on idle takes about 8% of the CPU. (my specs: 6 core, 30GB RAM). so 11 projects a 50 accounts use 100% of the CPU. Is it better to run less projects but more accounts in one project? With my 11 projects I use only 10 GB of RAM.

Depends a lot on the computer. Running multiple project is good but not too many. If the 11 project setup works best for you, I'll suggest you stick with that setup and add more account under each project.
