Yes if you setup a a global project. Please check the user guide for details on how to setup a global project.

Tech support is atrocious. If anyone can explain the sequence of steps to follow the accounts that a Twitter user is following, that would be super appreciated. I've found Follow Liker's support to be beyond pathetic.

Let's say I follow 1000 users from a User's Follower list. Then the next day, I unfollow all 1000.

Now if I start again, will it follow from where it left off (starting from the user's 1001th follower) or will it re-follow those same previous 1000 users?

U can use white and blacklist so the bot dont follow same accounts again!
