Yes, that is possible. Just check the "Blacklist Unfollowed Users" box in the unfollow settings, it will make sure that you don't follow the unfollowed users again.

When is it a good idea to start using a proxy for Twitter? is 5 accounts per IP the general rule?

So if I were to run 30 Twitter accounts on FollowLiker for example, would I need 5 proxies to ensure I don't get banned? (only 5 since I would be using my actual IP to host 5 accounts as well)

Yes, it is alive. You can scrape users list and include the usernames in the caption of any photo you want to share/upload.
