If your own credit card from tier 1 countries, you can use it. Cuz facebook trust them and you will don't have any issues with them.

The more trustable country you're using - the more things facebook will allow to you. More spends, more thresholds, no limits, etc. You can try with 2 accounts, cheaper and not cheaper option. And i think that u will see the difference between them
