Is this only useful to marketers that need to drive paid ad traffic to blackhat ads that have no link or connection to one particular person/entity?
What if I wanted to drive ad traffic paid from these accounts to a legit company's website or business page (with a clear and obvious owner)? If anything happens to the ad accounts can the business benefitting from the ads face any legal or non-legal repercussions?

Unfortunately we do not provide nor teach how to cloak, we can just list the services that our clients like to use: Traffic Armour, No IP Fraud, leadcloack , justcloackit.
Our accounts do not have payment methods attached so we have nothing to with "carding".
About 30% of our business is based on WhiteHat marketing, we have used over 40K accounts worldwide and have never heard of any legal consequences for any of our clients.
So first post after 8 years! This service did what multiple marketing agencies couldn't provide to me for thousands of euro. The accounts are expensive but absolutely worth it. With their new service which provides you with unlimited credit cards which are prepaid you also will not lose any money to facebook anymore.
I worked with professional agencies costing 4000 € a month who were not able to provide such good quality accounts. That should say everything about this service. In combination with another BHW service I have a fully automated FB marketing in a completely forbidden niche. Im starting to get the market leader in my country because of this awesome services. I never have downtimes because theres always another account already waiting with another set of ads.
The downsides are the following:
You HAVE to use the business manager accounts which made it kind of hard for me to start, because I used a special non trackable payment method only useable for private ad accounts. After using their card service everything went smooth.

I will never get tired of admiring Don't Farm service. All accounts are in cloud, I can easily log in from any computer. Accounts do not crash, only once I have asked to change proxy. Most importantly: each account paid off more than five times. I advise everyone to use!
