People here talking this talking that, asking if it work or doesn't work. Others have banked from it and, now that they are seeing things from the outside, because they don't work with this method no more, are saying that's dead.
The only way this will ever be dead is the day that Instagram dies. There are always going to be ways.
We are in the best Black Hat forum and you talking as if you were in a White Hat marketing forum.
If you search the ways and put the hard work, the idea will become real.
Also, this is CPA, and if you are going to try this, then I suggest you devote some time to read everything you can about CPA methods, traffic and stuff.
No hate at all, but this method is working, although OP's steps may be outdated, and it's going to be working as long as you find your ways and apply your own style to it.

@PBNSurprise said, if you know a better method with less obstacles, then go for it, because this method will always require lots of testing, study and lots of action until you start seeing progress. If you have a better BH method that you know you are good for, then go for it.
Don't just jump on here because you are seeing other people's earnings. If you know how youtube works better than the avg person, then go with youtube traffic, if you know facebook better than the avg person, then go with facebook, etc.
This is a very unstable method that will work as long as you put your super hard work on it. It takes a lot of time, a lot of $ in the beginning and a lot of thinking and searching.
Shit if I had the money right now I will jump straight to Traffic Arbitrage but I don't want to do it with less than $10K.
