Well I have a question about Instagram , I want to know if there is a tool can collecting to me similar accounts with a filter , Number of followers and ER !?

It's better to do that task on your own. Especially if you're targeting certain demographic

I'm not interested about demography I just want similar accounts with a specific range of followers and ER

So you want to run a search and just apply a filter to return results with #followers in a range? That is simple enough that I would have thought any decent bot would be able to do (and a lot more filter wise).

As for Engagment Rate, there is no public property for ER, or even a general standard of how to calculate, so you will have more difficulty there, unless you can state what you consider ER to be, then perhaps the program will give something close enough for you to use, or you can load the results into excel and use a formula to calculate it
