1) Suppose , I have an Old adwords Account which has got Suspended and has a Dard "RED" bar on it, saying.. "Account has Been Suspended"... But, it is old.. so what benefit would that be,,?

2) If, their is an old adowrds account and the threshold exhausted or Suspended , but the Gmail is old, can making a New Adwords account from the Old one can get any benefit or not..?

For your first question, the account is gone for good and if you even managed to bring it back it will most likely get suspended again. for your 2nd question I don't intend to answer that because it is unrelated to the thread.

With running High budget camoagins and using oue own billin setup which costs real money.. what would that be of use compared to a new one.. even a new one with our own billing setup can run and bring results...

New one must be warmed up enough to run high budget campaigns, if you directly run high budget campaigns it will suspend your accunt.
