Pushing down a .gov link

I have a client who had a winding up application (insolvency) filed against them recently. It's currently sitting in position 2, underneath their domain when you search the business name. They want it pushed back to page 2 but I'm a little stuck as to how to go about it as it's a .gov link and is proving to be difficult.
Any tips would be much appreciated.
