Can we filter mobile/desktop and geoip?

Ex:
I send all my dating traffic to (let's say) awesomedatingdomainofmine.com (where your script is installed).
Surfer comes in from USA with a PC, i send him to a US offer, targeted at PC's
Surfer comes in from Canada with a mobile, i send him to a Canadian offer, targeted at mobiles
and so on....
That is, if i don't want to show him a landing page first of course.

I'm looking mainly for a filtering script, tho yours seems to do a hole lot more (wow!)
By the way, do we need to pay for an IP database (Maxmind/Ip2location etc...)?
In fact, how does it work?
