On a limited budget, what's are the best cost effective tools to get the job done at the cheapest rate?
Preferably paying a one time fee instead of dealing with monthly fees.
Don't want to write content nor pay for each article. Thinking I'll end up rewriting scraped articles.
Scrapebox Article Scraper Plugin or GSA Content Generator or Wicked Article Creator or Big Article Scraper?
Can WP Automatic scrape articles without publishing the scraped content?

Which tools should I get?
Define a limited budget. It's hard to "get the job done" with just one tool. If I were to suggest one though, it'd be scrapebox. With it, you can scrape Web 2.0s, auto-approve blog posts that you can place a link on, contact forms you can post in, and many other things.
You can take my lists of web 2.0s above and make backlinks with them. Then you can create backlinks with the list I have of threads that show you how to make them.
GSA seems to have the better article scraper & spinner.
You can go to scrapebox's website to figure out some of the answers to those questions regarding that tool specifically: http://www.scrapebox.com/
You can scrape proxies with scrapebox's built in proxy scraper. With GSA, yes you will need to use proxies, and there are tutorials for each of these tools listed at the bottom of the first post in this thread.

He didn't ask that directly. He asked if he was on a budget, which one I'd recommend and given that you can get proxies, backlinks, contact information, many different types of lists, and other reaserch done from scrapebox, I'd definitely recommend that.
If you care about your content, don't scrape it. Get a writer to write it or learn how to write it yourself. Yoast SEO premium for on-page SEO. Strictly speaking from a backlinks-only perspective, I'd vote for either GSA SER or Ranker X. Though, you can scrape many forms of web 2.0 backlinks with scrapebox. web 2.0's are the hot ticket in terms of off-page SEO right now.
