Oh, yes. This is a whole science - bypassing the moderation of Google ads.
You will need at least:
1. old adwords accounts. Better yet, the accounts on which the domain has already been released. All you have to do is register a domain and launch the old advertising campaign.

4. A lot of knowledge and experience, tests, since your accounts will be banned very often if you are a beginner.
