There are a lot of bans in Google. You need to be specific about the question. Bans are at least divided into
- Financial
- Security
- Violation of advertising campaign

Maybe someone will see other categories as well. But one way or another, each category needs its own approach.

How can Google decide to suspend your payment for suspicious payments?

First, it sees your computer / server. Then the problem is in the browser. It does not provide the required level of security
Secondly, it marked your vcc as bad. Some services that issue virtual cards are already marked as bad by Google. You can re-enter their cards, but that won't help. You need to know for sure that the cards are good. Do your colleagues use the same cards for advertising? If so, then go back to point 1.

It is very important to understand exactly when a google ban occurs. Yes because I highly doubt people are doing this anymore. Last month one of my client wanted this and I couldn't find anyone doing this in market place.

There are many reasons why you didn't find anyone on the market. As I understand you are talking about the white niche. Most of our forum users specialize in black niches. This gives both more income and a greater risk of being banned.
Regarding your question, it seems to me that millions of companies use Google ads for some reason) (I'm not sure about the millions, but this is probably the case all over the world)

i have been doing some adwords ads for music video for a very long time but i have been inactive for last 2 years. All my old accounts were banned due to suspicious activity due to obvious reasons (getting ads approved with limited obscene content and languages which are not recognised by them) this is fine by me.

So the problem is i was running world wide stream ads today they were running at 0.23 per view INR which is really cheap as compared to US$$. But i still can show you ads where i have targeted specific countries like India and still got like 0.15 INR per view which is not the case now. I do know the competition is much higher in the current market but even after adjusting the CPV to over 0.70 or even 0.80 INR per view i might get like 10 views every 2 hours or not at all. Looks like they don't want to run at all, with such a low CPV. Am i missing anything i am not trying to highly target the viewers for any leads i am just targeting the whole country at this moment with no limitations. Are there any changes to the system? or am i too old to even consider this again after 2 years.

I have worked on big projects like really big ones and small ones using my own adwords account and sometimes even clients (some think we do dodgy stuff when it comes to millions of views and big money).
