Have you ever experienced circumventing due to keyword types?

recently i’ve realized that for example if I set up 1 ad account with Creative1
and 2nd with creative1 (identical) (search)
diff sites / domains etc ofcourse


1st acc

broad match;

tires
tires for sale
tires for sale cheap

Etc


then 2nd acc

broad / with phrase match

tires
“tires for sale”
“tires for sale cheap”

now I know you can get a campaign live very often doing the 1st method, but I found the 2nd method seems to yield better results.

its like the googles bots think campaign is slightly risky. but not risky enough to break any rules and approve it. Then it checks the keywords and if they are all broad like 1st example, that’s 2 red flags and circumventing.

it’s like they secretly have keywords that are similiar but all set broad as a low level red flag

what are your thoughts? on these patterns
 
How to get more converting results with a low budget start ??
I’d recommend adding “negative keywords” on keywords that are likely to get clicks but no sales. Or do exact match [ keyword here]
 
how to run these types of ads? these are white hat ads...
any special instructions on these..

You really need to be careful with your keywords. Since the same word can have many meanings + broad match gives you the opportunity to advertise in the same number of prohibited words
I find it difficult to operate with your examples, since I have never sold tires, but I can say that casinos often advertise with a list of slots (broad match), and then use minus words to clean up unnecessary garbage.
Definitely Google has conventionally green, yellow and red keywords. You will never run the red ones. For example, guns. If this is contrary to the law, then immediately banned. The yellow ones are the ones that can send your account for verification, but if there are a few yellow and a lot of green, then it's okay. Green - no comment.
 
Is it just me or is google ads taking 3 days on average to reply instead of the usual 5 hours?

Do you need to remove non-performing keywords? For example, I have the same keyword in Exact Match and Phrase Match and Phrase converts way better, should I delete Exact Match?

2. Warming up your account

4. Adding a black keyword along with white
