Any No-DMCA host as good as a premium host?

I have a website with a download section that contains some semi-copyright material.
Technically, this isn't illegal but I do get a few DMCA/Copyright notices each month that I have to spend a lot of money in countering.

I am planning to switch to a host that doesn't mind these copyright notices as it'll be cheaper and less of a headache for me.

The question is, is there any DMCA-free (and other copyright notices ignore) host based in EU that is as good as a premium host like DigitalOcean, LiquidWeb, Amazon AWS etc?

I have tried NovoGara (ex Ecatel) so far just to see but their connection isn't great. (It used to be according to reviews). Link speed was 100 Mbit but my average over a week of testing at random times was 15-20 Mbit with max of 60-80 Mbit (rarely). Now that's unacceptable giving their servers are a little on expensive side.

So does anyone has a rock-solid experience with a host of my requirement?
Only allowing copyright material (technically it isn't). No Spam. no warez, no p2p and so on.

P.S. I would appreciate if someone with actual experience can reply. Suggestions to try a random host isn't helpful as I already have a 300+ list of hosts that suit my requirement but I can't test all of them obviously.

You mean you host the files on the server ? Or provide them third party links for download ?

Impossible to have non-DMCA in Europe or USA. You'll only find them in countries that don't abide with this legislation.

There are a lot of hosts in EU. Novogara is one of them like I mentioned. I know a lot of hosts in EU that just ignore DMCA and any other copyright notices.
I am just asking people for their experience cause I can't try all of them one by one.

Its not super easy. It requires a court order. Like I said in first post, my content isn't of the magnitude where I'll be getting court orders.

Well 2x4.ru ignore dmca, i never used them but i know websites With dmca content hosted With him.

On right side you see the rules of you can't do. They are offshore. Prices can be a little expensive.

It never will be like AWS, digital ocean but the experiencie will be similar.

Well give a try to netengi, webcare360, hostkey (Cloud Vps) they are cheap.

Hostkey in the past it was offshore, now i don't know.

Well Just see your budget limit and use what you can buy

They tried hosting The Pirate Bay all over Europe, all failed. DMCA got them every time. Now there are mobile mirrors of the thing hosted in dynamic IP's nobody knows where they're at.

I think some of the servers sold by these companies are outside the EU. That may explain the low link speed. Hosts in China may provide great speed, you may want to look there.

You don't have knowledge to talk about it, during many years The Pirate Bay was hosted in Sweden with a duration of months and never has happened with them, until the police RAID.
After that they move, and they have been hosted with serverastra.com (they are here until now)

Domain .org is the best example I can give to you, if you search there are a couple of anti-piracy groups in legal battle to takedown .org domain of piratebay.
