I talk to him for a whole week but when it came time to pay he told me his paypal account was limited. That's when I got a little suspicious. After doing a little digging, sure enough, I was talking to an imposter.
All is good not since I been in communication with the real one.

Then what is the point of these accounts? Sorry for being blunt but you can't do shit in this budget. Testing, optimization and to collect data of the audience you will need a higher daily budget. If this is true that these accounts have $5-$10 daily budget then these accounts are literally useless. I can create these accounts for free with daily budget of $5 and can be live in 5-6 hours.

You didn't quite understand me. I said the already approved campaign has $5 as daily budget. You need to make another campaign with a specified budget you want, but that'll make the account go in review. And as claimed by the OP, it has a total Budget of $450 approx.

That is even more suspicious that when you will create a new campaign with high budget the account is more likely to in to review and after that it will get suspended and boom, money wasted.

i advice buyers to set their campaign one time and not editing it after that to avoid google review as editing raise suspension chance

I don't give accounts with dummy campaign anymore i do create their ad with their website and approve it and get clicks then deliver
So Now I guarantee that your ad gonna get impressions and clicks after that any edit is on your own risk
Wait for accounts Fool proofs spent more than $400 tomorrow gonna get screens or videos from my customers

Creating new campaign is the point but high budget is okay you can go for $100 no problem

For the purposes of the test I had my team run something completely whitehat/clean.

It's now monday 10.45am, the account still hasn't spent.

I will update in 24 hours if it does spend or not.

Just my 2 cents here, but selling Adwords accounts with impressions is meaningless unless OP has a method to make the campaign/budget/targeting switch after approval, without putting it back into review. I don't know what OP is guaranteeing but anything short of that is not ideal for running black/gray hat ads. I believe its irresponsible for OP to say "your account received impressions" (suggesting its ready to go) and him not knowing the intricacies with how Adwords really works. Again, if he has a method for editing campaign and budget after the fact, without triggering an account review, that's terrific for buyers. OP, can you clarify/confirm what will happen to the accounts after someone makes an edit?
