Why Are CPA Offers ALWAYS Confusing?!

Is there any network where the offers just work? It seems like most the offers are confusing and the end user can end up getting "lost" and give up on the offer. From feedback, it seems I lose nearly half my possible profit from people who would do it but are confused so they simply give up. It is clear that the networks do not care about this most the time because they get MORE money if this happens. Is there any CPA network that has simple and understandable offers? I have used CPAgrip and OGads. OGads is much better, but sometimes it won't even register you downloaded the app. This is kinda a rant, but what do you guys think about this topic?
