Family and friends are the best options if they are up to it. Also the most natural one.

Buying accounts can be a gamble, as you don't know about the quality. Many Google accounts get disabled these days. If I would buy accounts, I would buy aged ones.

If you totally want to avoid verification when signing up by yourself, should also keep the location in mind. Never experienced any verification requests whenever I was in Germany. But when I am in Thailand for example, they ask for it.
