Need a Dedicated Server with GPU in a DMCA-Ignoring Country

So I'm planning on running a 24/7 Livestream of copyrighted material. From the research I've done, I know I need a dedicated server in a country that ignores DMCA and copyright claims, and I'm pretty sure the server needs a GPU because running OBS with x264 encoding (CPU only) is incredibly CPU intensive and I can't even do it properly on a brand new PC. However with NVENC encoding (GPU), my PC was able to handle it just fine.
So I'm asking for suggestions for a hosting company that has dedicated servers with GPUs in a DMCA-ignoring country.
 
What are the specs on this “brand new pc” you tried it on.

AMD Ryzen 5 with 16GB ram and Nvidia GTX 1070.
I was getting 100% CPU usage with like 20% dropped frames when using x264 (CPU) encoding.

720p with CQP at 18, no other running programs. I tried a lot of different numbers so this may not have been what I tried when I did x264, but it's what I've got it set to now using NVENC
 
I can help you broadcast stuff , there are on demand software too , to do that , also can provide a machine in DMCA ignoring country for that matter , let me know the budget and so on ..

From the research I've done, I see that dedicated servers can cost around $180 a month, but I also found some sites advertising dedicated servers for under $50 a month. If it's a well-known and respected brand that has a dedicated server with a GPU in a DMCA-ignoring country, I'm willing to pay something like $50-$100 a month. It would also need enough bandwidth to handle the 24/7 livestream and something like 1000 viewers at all times with no lag and the fastest speed possible.
 
Lux / Romania vps - custom CMS - should be fine.
You sure man? According to everyone I've talked to, everyone is in agreement that a dedicated server is necessary, and that a GPU definitely gonna help me but will cost more.

You don't need a dedicated !!
I've done streaming with just vps !
 
Was the CPU able to handle 720p with no lag, no lost frames, etc.?

You can do two things , 1)sign up for century link cloud and use their scaling , so whenever there is higher load , it just would increase the CPU ,
2)setup something like pivotal cloud services
3)setup a single large enough vps as you're planning to and as the other user suggested , which could handle it , to identify how it would happen you can test it under a test scenario before you launch it .

Have a lookup on streaming sites and you will find they are actually using WordPress lol. And yes, I'm sure..
 
If you gonna do CPU thing then find a dedicated server with i7. You could use VPS but better to go with dedicated especially at some higher quality streams and to handle the traffic. Obviously, some setting up would need to be done.

Yea that's the advice I keep hearing. I just don't know if I need a dedicated server with a GPU. The customer support reps I talk to all say that the GPU would definitely help in my case but that they don't offer it. And the DMCA-ignoring country thing has to be there.

You just need to select a data center in a DMCA free country , that's all, also , WordPress is a bad choice ! You can use a markdown for the HTML end and use a video broadcast software on a load balancer to make sure high availability !!

You can write code ? Or at least understand it ?
Also would be helpful if you tell us what exactly you ate trying to achieve , especially what are those videos and what is the encoding .
