Looking for bulk mail allowed servers/hosting providers

I've been emailing for over 16 years and manage / monetize other companies data on a profit sharing basis.

However, I only work with companies that are generating opt-in data.

I can get scrapped/3rd party data without any problems and make 100%. So, it's only worth my time if it's exclusive opt-in data.
