The best programmers don't code because they know programming can be done without code or little amount like 2 - 3 lines + some repetitive looped stuff.

Plenty of options. I can do stealth PayPal accounts as they don't verify me too much on smaller amounts.

3. Check against blacklisted country code list and other blacklists.
4. Block if match, allow if not.

That's the only way I know. I am not programming paypal and I don't know how to integrate it with other solutions that prevent fraud.

You can take a look at chinese payment processors like Ocean Payments, they tend to be easier to get accepted
