hi, i decided to create a new blog, but i have several questions:
1. is it usefull to start with a free hosting platform ( blogger, wordpress)
2. which better on SEO (blogger, wordpress)
3. if i respect seo rules, how long to wait until i get at least 100 visit per day from google ( 1 or 2 posts per day )

Noone can answer these questions. I personally like Wordpress more, especially as it makes you get familiar with Wordpress which you can then also use for self-hosted sites.

The thing with the visits depends on your posts, on your site, on your niche, on your keywords, that is to say, I don't have my crystal ball with me so I cant answer that.

Yes, it is OK if you start with free hosting.

In my opinion if you go with blogger then it will help you to get adsense approval fast.

1 article each day is enough.

Get your own domain If you are serious

I prefer Wordpress

Focus on Longtail keywords and you will easily get 100 visitors per day!!

Longtail keywords are long phrases that people would search for. Example. "Size nine adidas running trainers"

rather than just 'trainers'
