How long till you get banned using RankerX, GSA & Scrapebox?

I have a pretty decent SEO outreach campaign with my team, and a small network of PBN's to help out, but no tiered linking strategy at the moment.

So should we consider blasting GSA links to the whitehat acquired backlinks? Or should we let authority run it's course and gather organic backlinks to them?

I would love for a hard coded blueprint, "up to date" strategy with these tools (or maybe without).

If you blast a guest post you made on some other persons site they'll know it came from you. Some webmasters will even 301 the page to your site so you'll get hurt instead of them.
If you want to use those tools I suggest using web 2.0s as a buffer for your site

So linking to the outreached backlinks is a bad idea?

Building a few decent links is fine, spamming with automated crap is going to damage their site.
