Yeah, it can be locked even if you dont use it.
The problem is not the tool, but how you use it.

Dont do more than 200 activity/day and use some clean IP.

It's moded application with other features & u can also see those who haven't followed you and u can unfollow them

Hey bro, I have solution for your problem if you are android user then go to the play store and search for the 'Instagram Unfollowers' then you will get the thousands of search result, you should use any app as per your choice, Thank me latter.

hey try Briinstanger, or downlaod Follower Assistant app from google,,
 
Scheduled unfollow actions through an automation tool like Jarvee possibly. You'd need 4G mobile proxies too paired with Jarvee to run it better. Try keeping daily actions to a minimum or optimize until you get the right combination to avoid flags.
 
You must use the programs, but be careful.

Do not unfollow too many people right away, this may result in banning your account.
