You can learn SEO from here and by googling. For courses you can try Udemy and YouTube. If you find the right coupon, you can get many courses on Udemy for free or for a few dollars.

for web development understanding HTML and CSS is must , both are easy and fast to learn :

after that you need to choose which programming language to choose to develop in , could PHP , Python , c# ...etc

Go through Codecademy or Freecodecamp, and after that start building your project, that's the only way to learn web development, by building something yourself from zero.
