all my accounts are old aged but with no results, I got always the same error message, every time I call PayPal they do not help me to solve this shit

if all these accounts linked with static dedicated ip seperately then shouldnt b the issue ..
maybe suspicious activity ?

The issue is connected with paypal. They have flagged your account as fraudlant and they will not allow you to setup preapproved payments before you contact them directly.
This error might be triggered in various reasons:
-You have more paypals under same computer/cookies/IP.
-Your creditcard/cc is flagged by paypal AI.
-You have already submitted paypal to FB account and FB tells that to new PP account while you trying to add it, which triggers error.
-Your IP is flagged by paypal AI.
If this is not fake paypal account. contact them to solve this issue. After sending documents and getting approved, they will allow this account to be used with FB again.

I have obtained IP address automatically, actually, i use the same IP address for all my PPL accounts i just change browsers, no dedicated proxies, no VPS, no VPN ....is that gonna turn on an issue?

Check your street address for automatic Paypal payments. I had a subscription cancelled because my office address changed and I did not update it on the subscription provider site.

You need to change the card on PayPal to fix it. I had this issue a while ago, couldn't able to add PayPal. but when my card expired on PayPal, I added a new one. Then I could link my Paypal to FB
