What I offer is copy to be used for right-side Facebook ads. The reason I don't just post the ads myself is because I don't have enough money to fund an ad campaign. I've written plenty of great ads for people in the past, so that's something I know I'm good at. But before I can truly capitalize on that, I have to work on small-scale monetization of my skills (though I'd be happy to JV with any interested parties

As far as the "creating a game or quiz" option on Facebook. Let's take a look at the MobWars model.
You set up an account on this game. Then, as you play the game, you notice this one special type of currency (in this case, Godfather points). Godfather points give you access to a whole wealth of things to make you more powerful in the game, and thus enrich your gaming experience. How does one get these points? Well, you can get them by playing the game for a long time- or you can take a shortcut, and fill out some offers to get those points (or sometimes just buy them directly).
That's where you make the money. After you have people using your game, set up a ton of affiliate programs, and present them to the game users. The offers where you recieve perhaps a $30 commission will pay several hundred Godfather points, whereas simply opting-in to a mailing list nets you only a few points.
All you need is someone familiar with the Facebook API and a good graphic artist to get yourself going on a game. Just pick a genre and go.
Quizzes are a little more like standard marketing. You create a quiz, pay a certain amount for Facebook to host it, and make money whenever someone clicks the ads surrounding your quiz. These are much easier to get started, since usually all you have to do is (if it's an interesting quiz) get one person to take it, or take it yourself. Then it'll show up in other peoples' newsfeeds, and it's viral from there. You can even buy a Facebook ad for your quiz/game to get it viral faster.
