I'm trying to use the Google keyword tool to find all keyword searches people do that include...

"How to" and also a root word.

    So for example..

    "How to" and "Fish"

And I want to see only the related searches people make using the words "How to" and "Fish"

For example, if I were to get it to search for "How to" and "Fishing", It could potentially show:

    How to bass fish
    How to crappie fish
    How to catch big fish
    How to night fish

    How do I do this?

On left hand side in GKT, there is option "include items" just above match selection ( broad, exact phrase") put your keyword "how to" in one line hit enter and add your second keyword "fish" and then put "how to" in GKT keyword area.

this will bring all keyword with "how to" and "fish"

Hmm, when I do that (with broad match selected) - nothing shows up.

Should I be putting all these phrases in quotes?

No quotes. Just type the keywords normally then do the include/exlude instruction as the other poster mentioned.
