Do I need to be a web developer to do web design?

I know that web development and design are interconnected spheres, but web development is about programming and design is about styling, drawing, etc. So do I need to learn those "fancy" programming languages like HTML, JavaScript, CSS, jQuery (and so on) to become a good web designer? And what is the difference between graphic design and web design? Thanks for comments and help!
 
No, but basic knowledge will be extremely helpful.

Don't expect web design to be easy. Its very difficult to make a beautiful website even with a CMS like Wordpress.

Web design = website
Graphic design = images
 
Basic CSS & HTML knowledge needed, ofc. Just to correct some issues after deployment. 20% of knowledge can easily produce 80% of needed solutions. If to speak about "do you need to learn described stuff" - NO. There are lots of CMS/Visual Composers and Builders/Ready-to-go scripts, etc.
 
You don't have to learn programming. You can get pretty far in terms of creating a website without knowing anything about even basic HTML, since there are a lot of drag-and-drop / what you see if what you get (WYSIWYG) development tools.

Ideally you should learn at least HTML and CSS, which are fairly straightforward. HTML and CSS are actually for layout and design; they aren't programming languages. If you're making basic informational sites that include perhaps a few basic forms, you could probably get away without knowing actual programming, such as JavaScript and PHP. Although it is easier to do web design if you know how to program. You can do a lot more if you do know how to program, but if you just need basic sites, you can make adequate websites without knowing the lower-level details.
 
Haha, 'fancy' ! html, css and javascript aren't fancy at all, and as a web designer would be good to know them just to understand how websites work, how browser renders the code, why is the wheel moving, why the website shrinks when you minimize the window etc.

A graphic designer creates just graphic like : logos, banner, t-shirt design, covers, headers etc. Basically he works 90% of his time in illustrator and photoshop.

A web designer it's responsabile for the front end of the website, you might create a website template design in photoshop, design the user interface, material design etc.
 
You can just learn wordpress and basic stuffs from w3schools that would be enough for any web development or designs to make it worth it
 
It is always helpful to have the knowledge of HTML, CSS, Javascript. It is helpful when you like to update the layout and style of whole website. Because using CSS, you just need to update one line HTML code to update the style of the whole website as CSS has the various set of rules which are applied to whole website.

It is really easy to learn so it would be better to learn. :) There are number of online tutorials available which you can use for learning.
