Who’s they? Run it through a virus scan. Also read the comments on the downloads, but I’ve only had this problem once in 10ish years.

Still happens, just a bit ago there was a thread that had this shit happened to him, from a plugin he got from the members download section( NOT FESTINGER HE IS CLEAN)

Go for free ones. Paid themes are expensive (atleast more than 3$)
Btw there are so many good free themes. You can check on youtube or google.

Quttera is spitting out alot of "malicious code" but most of the stuff is straight from the WP add new built in shop. Do you vouch for them?
 
I won’t vouch for any company that I haven’t personally had direct success with.
 
I don’t recall using that scanner directly. I may have? But I can’t recall an instance where I’ve used it and have had the problem you’re having. There’s 2 different scanners that i use.
 
Your budget is too low, try to get free themes. Search them on the internet and research them for your requirements.

The Marketplaces are the best option to find Cheap WordPress theme.
 
I don't get why people go full on everything they start with. Nobody starts driving a Ferrari the day right after getting their license...unless you're really lucky and wealthy:DThere are tons of nice free ones you could start with, once your blog is giving some results and you have a better budget you could get any pay theme you want.
