So, from what I gather from everybody's responses, the safest and best thing to do would be to use entirely different backlinks that don't exist on my first site.
Can I use the same backlinks for my other site?

No. As it turns out, links from the same website have diminishing returns.

You can use them without any problems,
I bet if anyone could actually prove the opposite,
These are just random assumptions thrown in here,
Having the websites under the same GSC and analytics won't cause a problem neither,
The only downside here is that you'll be adding more OBL to the already built links making them less effective for the first site especially

Coming from someone who is asking how to increase DA, are you really sure you want to be giving SEO advice?
It's like telling people how to do a handbrake turn at 100Mph on ice while asking how to double declutch on a different thread.

Clearly from your messages, the best thing to do here is "not" to use the same backlinks across the sites.
However, since I do "HARO links" for all my sites, on a few occasions, the outreacher acquires backlinks from the same domains for two of my sites.
Can that be a problem too?

No, I was saying you are fine, but just don't use 100% the exact same links and don't be linking to your other site.
