Keep your 10$, go with Azure for windows.
DigitalOcean for linux
AWS if you know what you do.

Why not save your self a 20$ and try to learn how to install and manage a server. For windows it should be easy enough.

And about the server config.. What software you are planning to run on the server ? What resources does the software needs most CPU / RAM ?
