Although I've used Virool before and it seems to work alright as they use a publisher system which embeds the video on various blogs, facebooks, etc. to get views.

Yes, that's very true. And as far as I'm aware Virool is very expensive and they charge like $1 per view (5000 views = $5000) or something. Definitely Not for someone looking to promote CPA / PPD stuff.
