In Google Ads, one cannot taget MAC addresses of devices (there is no such targeting option in Google Ads to target MAC addresses of devices).
And, even IP addresses, there is no such targeting option in Google Ads to target IP addresses.
One can only prevent the ads being seen by certain IP addresses (IP exclusion), you cannot target them specifically.
