Limits don't work like that in 2020, there is no one size fits all limits. They are customised to your accounts, based on various factors. The best advise I can give is to start low, build slow, then stop when you are happy with a level you have, but don't get greedy, don't push it

No one. Fact is, I don't test proxy companies. I have the same proxies I've always had for the last 4-5 years. They work for *MY* needs (testing). They may / may not work for others. When I got the proxies from the same company, most worked, some didn't. I am always wary to recommend services I do not control, because as soon as I do, people think I am responsible for them when the quality is completely out of my control. Also, especially with proxies the problem is a new company comes long, with fantastic IPs, they get popular, over sell and quality goes down.
The best place to ask is the IG board here on BHW as people there are always looking for / testing and reporting on proxies.
But as a general rule of thumb, you get what you pay for. More expensive the better.

Yes there is a comment like module. Comment liking can be tied into pre-actions and you can trigger auto comment like actions to boost up any likes made (via watch files + mass comment actions)

Nope I haven't used bots with proxies before also if I have the proxies on and I want to use the account on my phone while I'm growing it using the proxies would it be a challenge?

It is up to you to provide the proxies if you want to use them. The program will use any proxies you specify.
As to safe, it depends. If you try and spam and annoy 24x7 then you will have issues. If you use the program safely at modest levels you'll be fine.
In theory yes, in practise, probably not. It depends how many you follow. But assuming you are following 1000 profiles. To scrape the new posts you need to pull the user feed of all 1000 profiles and check if there are new posts. These becomes equite excessive if you do it every hour. But on top of that, you want to then scrape all commenters, so you now need to pull 1000 users feeds, then pull the comment feeds for the most recent (x) posts. So assuming 5 comments on each post and you pull 2 posts per profile, that is 2000 posts x 5 commenters = 10k.
You then want to like a few (lets say 3) posts, so that is 30k posts. Can the program like 30k posts daily. No not at all. You cannot even do this manually.
But if you wanted to check only your most recent followings 10
and pulled the latest post only (30 posts)
then pulled 1 commenter from each (30 profiles)
then liked 2 posts from each profile (commenter) = 60 posts.
This you could do and hte program CAN do.
So the issue isn't the program limitations for scraping (of which there are very little as the program has the most powerful scrape+filter module of ALL bots (guaranteed), but whether you will find too many results to process
