I dont understand here, rotating proxy. suppose i am creating login with one proxy ip , i need to maintain same ip otherwise it would be suspicious when i login every time with different proxy. Am i missing the concept here

Its expected that mobile ips can change anytime, so website does not worry , because its a mobile ip. However, to a certain degree, it is still used to differentiate users, otherwise registering accounts with a new ip will not pass the website filters. It is well known that things which would not work prior, begin to work if you just change ip.
