Yes, I know that guest blogging comes in pure white hat SEO method but i have doubt in PBN sometimes its blackhat doesn't work and sometime its good result-driver technique.

Common friend PBN surely works. you must have used PBN which were spammy. 4 golden rules before using any domain as PBN
1-History must be English (check the domain in achieve.org and make sure it wasn't any foreign language website earlier)
2-Backlinks history must not be spammy (Spammy=Comments, High OBL Links, only forums, etc etc)
3-Backlinks should be index in google
4- RD over PA, DA, TF and CF

Check these 4 things before using PBN i am pretty sure it will help you in rankings.

yes whitehats always think what they do is not against the ToS with their guest posts and other nonsense. once you start building links artificially its not whitehat anymore, period.
when you tell them that, they offten get aggressive and start complaining about how its not blackhat to build links "if they are related to the post and add value" or whatever other excuse they find....
