Not "technically" allowed but is permitted by most AMs so long as "something" is provided (should be closely familiar to what you're giving away). For example, let's say you're promoting a resource hack but the user only gets to download a 10-page guide about the game - typically, this will be accepted.

You just do not want to deviate too far away from the initial offer.

As far as illegal??? idk maybe but its one of thous things like smoking in a bar in the US who is going to stop you. At least with the download below you are actually giving something away.
