I want to clarify few things:

Traffic arbitrage is getting traffic and monetizing it. There's bunch of sites that determine traffic arbitrage as only buying and selling it, but I would say this is incorrect or at least very limited explanation of the term.

As few members on this thread already pointed out (thanks guys!) - even if you don't buy traffic, it still has a price as at least you're spending your time and nobody's time is free.

SEO, User behavior, design, coding, social medias - are all parts of traffic arbitrage since all of this somehow leads traffic to your site.

If site is not getting any traffic for free - this means that something is wrong with the site, as only paid users visit it.
Usually in this case you see lots of bounces, low page views and time on site and no returning visitors.

The part of setting up ad networks and buying traffic - is actually the easiest.
I spent most of my day looking at the stats and making adjustments depending on what I see.

I wasn't calling you stupid, apologies if I sounded rude, but I think considering only paid traffic is stupid.
If there's a great idea and quality behind the site you can do traffic arbitrage without even buying traffic.
I guess you would still call it arbitrage since you're doing the same work as you still monetizing traffic.

You can promote content to the point where it can become viral, but if its valuable and really viral you'll get same with free traffic too. You can promote something that is already viral to get even more traffic.
 
OP what do you think about returning visitors?
today i see 34% of all traffic in GA is returning users. at the start i was not even supposing to be getting such *bonus*.
but i can guess now, that the core of the site's audience can be created this way = free traffic in future.
i would like to ask if you can tell about your own similar positive examples if you have ones.
 
Some networks allow you to set CPM floor this can help you to get higher rates, though the higher CPM the less fill.
10k-15k - is that ad impressions or page views? the number is not high, if you can increase that, you can increase profits as networks can put more advertisers to be shown on your site

That would be ad impressions. Which is why I go for more CPM networks rather than CPC, although I do get a high amount of CTR. To the point where I usually have people buying ad space on Juicy ads from me every month, so it must be converting for them. (which reminds me, I almost want to throw up my own adult CPA offer and see if it converts for myself. Any suggestions?)

I realize that amount of traffic is not very high (in comparison to the "big dogs" that do traffic arb), I'm just looking to optimize and make the most out of what traffic I currently have, then I can scale up from there.

Constantly updating your site would bring more and more traffic.
Working literally with dozens of site I see same pattern - those sites that have few updates per day have way more traffic than those sites that have few updates per month.

Networks with good advertisers/rates require high number of visits, so you may be limited until you reach certain number.
However, few thousands of quality traffic can bring way more revenue than few hundred thousands of low quality (bounced) traffic. (e.g. real example among sites I work with: site with 100k per month is making $7,500 vs site 250k visits p/m making $2,000).

Mix your current CPM networks with backfill to display network + some native/recommendation ads.

I understand that it will probably take 6-12 month to recoup the initial investment ( if there's success that is ), so to be on the safe side, what is the minimal budget that this can be done with?

There's no specific answer to this question as a lot depends on whom you are going to use and for what services.
Article may cost you from $2 per article up to $2 per word, the same is with the other services too.

I suggest to start with a higher budget, as it is better to make profit of hundreds of dollars rather than pennies, but both can be scaled.
If you can put down $5,000 (p/m) for a project to start - this is a decent budget for network to take you seriously and good budget to test different campaigns and find one that works good for you, then you can scale. Though, I work with a lot of people and have some who started with $25-$50 budget per day as well as $5k++ per day.

I do not suggest to go for most expensive stuff unless you know what you're doing and definitely do not suggest to go cheap.

#1 - don't apply too soon, make sure site has 30+ quality articles, that are unique and grammatically correct and site is looking nice
#2 - I don't do affiliates and stuffing affiliate links may affect your approval with adsense and other networks if overused
#3 - in case if you cannot writ yourself - buy it or ask a friend who does it good

i tried AdNow, adcash, and as i understand - display banners (that are not some pop up or pop unders) always have low cpm for tier1 counties - never above 0.8$. may be i am wrong.
havent tried facebook articles because my site doesnt suit it well at the moment.

Try: conversant, amazon cpm, sovrn
You can set minimum CPM and backfill the rest or even backfill one with another and some display network at the end

as i understand it works like this - if one network has 0 fill rate at the moment we can display another 1 with that minimum cpm rate?
can i ask you what average good rate we can expect from tier1 mobile traffic with this scenario? from your experience

In this particular case you set floor CPM per network, whenever they have fill ad will show, if there's no fill then network that you set as backfill will show up. The rate with more or less good fill would be around $1-$2,5 but again a lot in here 'depends' on your particular situation/traffic etc, so I would suggest with an average rate and raise it to the point where you happy with rate & fill.

All the big players will sell you traffic, becoming an advertiser is easier than publisher, big players traffic most of the time is safe and there's always risk of getting banned by adsense.
