Webpage, Blog in Spanish

I am new on this forum, and after reading many posts, I am sure I can get some advise to my questions.
I am planning to create a webpage, blog using WordPress aimed to Spanish audience who need help on how to make money online... By Selling on eBay, Amazon, Fiverr, Shopify, etc...
Can you guys help me with your input and advise of how to begin with this project? Which are the most important steps I need to take into an account?
On the other side, I want my page to be directed not only to people living in USA but also in Peru (South-america).
Since I am in USA I have heard that google needs to be forced to be redirected? Any plugins? Social Network? Traffic? I really need some help with this new project and ANY help you may offer, will be greatly appreciate. Thank you in advance.

Will the site be Multi-Language (English & Spanish) or just Spanish?

you just use a free google plugin to translate any website to any coutry .

the plugin goes stright into the code or wordpress theme.....
