I tried to submit a video on Vagex today and it now forces you to check a mandatory box saying that your video must not contain Adsense or you will be banned. Why?

Actually, Vagex wouldn't be committing fraud whatsoever. A viewer is still watching your video, whether they click your advertisement is up to them, though the chances are low, they are still potential buyers of what is being advertised.
Google do not pay anything. Other advertising companies WANT to advertise on YouTube, they PAY Google to advertise and anytime someone clicks their advertisement, that goes STRAIGHT to Google FROM the company. Google give YOU (the user) the share of that one click/impression.

As far as I know usually Google forces such services to stop showing ads, because they want the AdWords advertisers to be happy. Last year they forced Twiends to remove the YouTube services because of the same reasons - inflated costs to the advertisers from untargetted traffic.

So... if you form a group... so that everyone in the group would leave their Televisions on... and not watch it.... would that be fraud because the networks charge advertisers to run the ads??

Google will push it's weight on anyone that they think hurts them..
they can send all the letters in the world.... but it does not mean that they will win in court.
People comply to avoid the legal hassles... not necessarily because google is right.
