robots.txt fetch failed

when I fetch my website's robots.txt file I receive this error "Google couldn't crawl your site because we were unable to access the robots.txt file" please help me out

Can you access the file directly? Also make sure that you go through the access and error log as a part of the trouble-shooting process.

yes I can access the file directly but may google's bots did not found any file
