Quiz Site Catch 22 ¯\_( ͡❛ ͜ʖ ͡❛)_/¯

I saved up $3k for building websites and I spent half on a seo website and I plan to use the other half for a quiz website. For the quiz site I want to focus my efforts entirely on paid traffic. I found some good traffic sources for ad arbitrage but the thing I'm stumped on is monetization. I need a high quality ad network to do ad arbitrage successfully but I need traffic to begin with? Honestly, i go through hours of clickbait 'adsense alternatives videos' but to no avail. Although, if i learned one thing from blackhatworld when it comes to traffic arbitrage is to absolutely not use AdSense on a quiz site without mediation.
