Some providers offer unlimited residential proxies with server access. Speeds are usually decent (200–400 Mbps), but the trade-off is a smaller IP pool at any given time. For the US it’s usually fine, but Tier-2 / Tier-3 GEOs can be tricky.
And do fraud/spam scores really matter?
Fraud/spam checker services are usually some random tools, and no serious project really uses them. Feels like they’re made by proxy providers just to scare users and steal customers from each other.

This is a great guide, do you need to set your proxies to static for a period of time when warming them up? When do you begin to let them rotate? Do you constrain them geographically in some way?
 
During the warm-up period, you can rotate the proxy, but without changing the geolocation or subnet 212.118.*.* .

You're overthinking it - run actual load tests against your target sites instead of relying on fraud scores that don't mean anything in production environments. A proxy with perfect scores can still get flagged while a "mediocre" one might work flawlessly for your specific use case, so test proxies in real conditions scraping the actual sites you care about rather than trusting arbitrary ratings from checkers.
