His problem can be:
did you changed the admob , did you use new one or old one , im sure admob is the problem , plus vip72 is giving you used ips , not dedicated fresh one , everyone that has bought vip72 can use the same ips as you , i tried vip and got banned many times
yes right , just follow all the advices on this thread hope that solve your problem , that why i created this post , i followed all the advices vinku and others gives me , and i didnt get prior again yet -hope not to get it again-His problem can be:
a) wrong system for vm, google detect some systems
b) vip72 - google detects all proxies
c) ccleaner - if he create vm, then why he use ccleaner, cleaning fingerprints is suspicious,it's telling google you have something to hide
d) buildbox - if code is bought, then it can be a problem

Prior violation was the biggest problem In google play in 2020 so far
Every account u open it, after u publish an app, you account get suspended because of prior violation

After reading a lot about this topic, i've summarized it to (correct me if mistaken) needing the following in order not to fk up:
- Different developer accs in different vm's
- Dedicated residential ip per vm
- Dedicated phone number per each project
- Dedicated address per project (you can fill payment info to random people and then just ask friends to receive the confirmation letter for you
- Ask your bank for different bank accounts (it was easy at least in my country, and free)
- Different credit card numbers to pay developer fee (just get it done)
- Dedicated admob and dedicated adsense per account
- Compiling without internet
- Compiling in different vm's (you will have different mac addresses)
- Using different gmail per project
- Not using chrome if possible.
- Common sense
1 small mistake and rip everything.
